yo @$$ brain the game was like ivented in the year 2000 and he came to wwe for 1 year in 2003 so they only hve the people in tht time

Goldberg is in the main menu, not as a legend, and I played with him in Season mode without unlocking him, thus meaning you don't have to unlock him. Unless your game or system is totally whacko, then I have no clue...
