What do people mean by "MAGICIDE RINGS?" Example: Blizzard ring, thunder ring etc.

The Magicite Rings are artifacts (in the sets when you complete an area and get a drop of myrrh) that allow your character to cast spells at any time. Each ring also adds 1 to your character's Magic Stat, which makes it worthwhile to collect them even if you may think they are not needed. The 5 Rings include the Blizzard Ring, Fire Ring, Thunder Ring, Cure Ring and Life Ring. Sorry, but there is no Clear Ring.

Go To:

Selepation Cave for the Thunder Ring.
Veo Lu Sluice for the Blizzard Ring.
Conall Curach for the Cure & Life Rings.
Mt. Kilandra for the Fire Ring.

okay, here's what i'm confused about: what do you mean by I can cast the spells any time, do you mean if i get these "MAGICITE RINGS" (whatever they are) i can cast the spell any where, any time even in towns like shella for example and i'll also be able to cast spells even if i don't have their "balls?" (by balls i mean like the ones you get from enemies and treasure chests and when you pick them up your character says something like "you obtain a ball of thunder/ blizzard etc.)

they mean you can cast magic anytime but only in dungeons

As far as I know, it simply means that if you have the ring, you don't have to kill enemies looking for the ball of thunder/blizzard/whichever ring you have.
