Well, an Action Replay is a device that you can buy and it is used with your Gamecube (I think there's also one for Xbox and maybe PS2 as well) to make the game easier. You can access things that were not meant for normal gameplay (such as levels that were used in the designing process, items that were never completely coded, and unlimited power/weapons).
Action Replay codes are the codes that you enter to get these things. Not every game has them and the games that do have them do not necessarily havethe same types of codes for every game. For instance, REZero may have codes for infinite energy, but not infinite ammo, even when RE2 has both, and RE4 has neither. It seems to be generally a matter of people finding the codes. If you find a good site for the codes that updates often, keep checking back; the chances that they will find new codes all the time are very good!
