You have to go to the legislation center, change law 703, then the law factory, then the law launcher. Then go fight the boss. After beating the boss and visiting the signet sphere, repeat the law changing process for law 410. Once that law is changed, go to the teleporter (the one you used to get to Zenebatos from Aglis) and it will now take you to Mayfil.

Mayfil? Are you in Zenebatos? you have to teleport, but the law forbids it. Talk to the robot thing outside the teleporter and he'll say you can't go. Talk to him until he tells you the law number, then change the law. After you do that, the teleporter will take you to Mayfil.

The Earth Dragoon spirit can be obtained in 2 places.
One, in disc 2, a side-quest. When you have Kongol, go to Lohan (from Disc 1) and talk to the vendor who sold you the bottle for water. He'll give it to you for 1,000G0-no discounts!
But it seems you didn't do that. Don't worry, it'll pop up in the story. After mayfil, you go to the Divine Tree, then the Moon. Along the way, Kongol will fight a personal battle. You'll get teh spirit there, but it's really close to the game. NExt time try Disc 2-that spirit can be helpful!
