When you come to one certain driving course near the Staples Center when you try an enter it says that you need a shield to enter and I don't know where to find that shield can you help me?

You have to have a good cop rating then you will get some shields

In order to get a Shield (100 points) or more, you have to solve crimes in Destination Driving and complete missions. Every 100 points equels a Shield, once you have this, you enter the Driving Upgrade.
