You can't skip it if you want to progress the game, but there's an easier way to pass this mission than with the sniper rifle. Make sure you have plenty of uzi ammo and an armor equipped, then save the game, so if you fail, just reload it from that point, then visit 8-ball and drive to the dock, and once he gets out of your car, charge the ramp with the car before 8-ball gets there and jump out of the car at the edge of it and take out the two enemies there. Have your car block the ramp and you will slow 8-ball's approach a little, this will keep him from getting killed, then run up and attack the enemies with auto-target, take each enemy out quickly and after each one release the auto-target button quickly and take cover behind the boxes that are aboard the ship, take each one out fast and lock on to another, down, then another, and so on, and try to do it fast enough so 8-ball doesn't catch up with you and die by them, then turn right on board the ship and there's about three or four enemies there, take them out and you'll see an in-game movie of 8-ball planting the bomb and running out and the ship sinks. Mission complete.
