First, you have to jump the fence then kill the two men alone on the side of the van that you can not get pass with the sniper gun. After you've killed them, then go to the other side of the docks and climb the ladder where the fish market is and kill all the other men holding the agent hostage with the sniper gun. After you've killed them then run and jump on the hanging ladder on the building across from the one you're standing on and jump from building to building until your on the roof top where the van is...jump down and free the agent.
