I assure you, there are no silencers in the game other than Wesker's silenced handgun in the mini-game. If you'd like to go and check the many FAQs available for the game, you'll see that for yourself:

there are no silencers for any of the guns like a tmp or handgun, though it would be very useful to have silencers the most of the guns especially a tmp.

Second, there are no silencers in the game. Do you mean the scopes for them?
