you're out of luck if you run out of ice in the safari room, but i know how to prevent running out of ice. spray the ghost with ice until its health meter starts showing. stop spraying ice at it and shine the flashlight on it. it will stop moving like any other ghost and you can defeat it by sucking it into your vacuum cleaner.
