go to the weather institute and talk to the guy upstairs he will tell you if there is a droght [groudon] or rain[kyogre]. go to the route he says. for groudon you gotta find a cave. for kyogre you gotta dive.celebi deoxys and mew you can only get with a gameshark or actoin replay.

to get kyogre and groudon, you need to beat the elite four. Then you go to the weather institute. For mew you need an old sea chart or a gameshark. Deoxys you need a gameshark or you need to go to a nintendo special event. And celebi you can't get.
First you must name yourself ash and get torchic. Once you have done this fight ziggazoon using growl until he uses tackle. After you've deffeated ziggazoon go to the next city (I think its Pewter) and check your box and you will find a level 5 celibi.
P.S. This cheat does not need action replay!

you cant get mew celebi on emerald the only way to get mew is trade it from leaf green and to get it on leaf green you have to use a cheat system .
note=its the same with the other pokemon dexous or watever i cant spell it . and they both wont obey you anyway
