We have loooked in every unlocked room and there's none the only room that is locked is sue pea's room.

i'll tell you how to get to sue pea's room that contains the 2 last boos you were talking about. use the elevator in the clockwork room to reach the roof. while on the roof, go to the chimney stack on the right. climb the ladder and fall of the end of the plank and you'll be in a sealed room! open all the chests and defeat all the ghosts to get the key to sue pea's room.
