How do you get specials!!!!!!?????

hey how do you get specials for characters who you cant play in the dragon universe? (for example): frieza's death ball, coolers move, deburas's specail move, bardocks ect: ive tried the skill shop but the same specails apear every time someone awnser PLEASE!!!!!!!!!!!! by the way do 17 and 18 have specials??????
