How to get surf board?

I am stuck and do not know where to find the board that can be used as a surf board? Where do I go?

To get the surfboard, you need the ultra hammer. Then, you go east of beanbean castle to the beach and smash the black rocks. Now, you place luigi ontop of the slot and hammer him into it. Hey presto! a surfboard. From George (again)
