when you firt enter but he's just rare,so to find him and have unlimited time in safari zone bring a pokemon that knows sweet scent and use it in the grass until you find pikachu because time in the safari zone will go on by walking just like in fire red and leaf green but it doesent show how many steps are left in ruby.
