Answer
I was told that i could find a sailor's coat in the back racks in the Thrift shop.... But when i went back there i couldn't find it. There were no arrows or anything. And so then i went out and found the beard if maybe i needed to find that first. But I STILL couldn't find out where it was. Please Help me!

go round and you will see someone with an exclamation mark above their head and go and talk to them and choose whats up
