In pokemon emerald after I defeated the elite 4 I went to the sky pillar around Pacifidlog. Use the Mach bike and go to the top floor. There Rayquaza should be curled in a ball use the master ball if you have it. I captured Rayquaza using a lot of ultra balls because I used my master ball on a Sudowoodo.
