Disk 2 After the Gargan Roo, and getting Ramuh in the pinnacle hills, Ramuh the Lightening Eidolon.

With difficulty! If you raise enough levels at the start, you give yourself enough MP for a summon. Or, wait till all summons are extracted from you, then get all stones (not ores) then you will have an attached summon that you can use while equiped, or conqure with experience points. Use phoenix pinions (not downs) then you can summon phoenix.
