Good question the type of ball is a MASTER BALL never fails ya. If not then a Great Ball or an Ultra ball. Truth is try, when the poke ball opens up push the up button along with the a button and when it closses let got immediatly or if that does not work, Use this one when the ball opens up press up and a at the same time when it closses let go of up and keep radicly puss A and youll have him.

I did use masterball!! you can get both Ho-Oh and Lugia on pokemon silver BUT Lugia will be on level 40. Befor you go to Lugia you must have at least 5 realy stron pokemon mayby at 50-60 level buy 30 Ultra-balls and face Lugia.
