Simple. Make indigo and blue Pokeblocks, and feed only those colours to Feebas until it won't eat any more, which means the beauty is probably maxed out. (You can also get the scarf in Slateport that raises beauty.)

Then, I think you up it a few levels and you have a Milotic! Good luck!

Feed it a lot of light blue and indigo Pokeblock thats what I read.

There is an item for it. I don't know what it is called. You can go to google and type in "items for pokemon emerald"
