If what I am thinking is correct, then the "Shrine" that you speak of is Shirley's Shrine and the "number" you need is the three-digit combination which lowers the gate to the actual shrine.
As you walk through the outer portions of the Shrine I'm sure you've noticed the "roller coaster tracks" that can be seen just about everywhere. These railroad tracks are the key to your problem. As you venture through the Shrine you have also probably noticed that none of the treasure chests have anything inside. What you need to do is to find the treasure chest that when you open it, you are dropped into a "mine cart" that travels on the roller coaster tracks. Once you are in the mine cart, you will travel down and around the tracks. Every once in a while your cart will "hit" a sign which hangs over the tracks. When you hit the signs a number will appear above your head. There are three signs in all and if you put the three numbers in the combination lock you will open the gate to the innermost part of the Shrine.
If what I'm talking about is not what you wanted to know, then feel free to reply to this and clarify your question.
