Simple. play through undercover mode to unlock levels. On my PS1, it all messed up and I don't know how. But but I unlocked all levels in driver 1 by playing undercover mode. Submited by Nos.

To unlock Vegas, and Rio, you must first beat the game on "Undercover" mode. Then save your progress to a memory card, so you won't have to beat it again.
