you can only do it in 2 player mode( all players must havce packs). Have Tails fly and then use your character and jump on him.

Well you can only do it on Sonic Advance 3. This is how you do it, well you use the tag action button whatever button it is, say thr R button. Make sonic hold tails in a spinning ball (using the tag action button). Don't let go! while you holding tails in a ball jump and while in mid air let go. Tails is holding sonic in his hands!!! Keep on pressing the A button to make tails fly higher!
