i downloaded a saved file from action replay but when i load it, im playing as Niobe, is there someway to play as Neo with the Hacking program?

No there is no way to play as Neo. If you haven't figured this out already this game was based mainly on part three and a little on part two. The only time you can see Neo is when he saves you and morphous from the truck on the highway.
