you can by beating the game on easy medium and hard

To get Ness beat the game with 3 lives on hard (no continues).
To get Luigi beat destroy the targets with anybody.
To get C. Falcon beat the game in less than 20 minutes.

None of you have it completely right.
Ness - Beat story mode on normal with three lives and no continues. C. Falcon - Beat story mode on any difficulty in under 20 minutes. Luigi - Beat Break the Targets with all 8 original characters (the non-secret characters).
