The way I beat it was to lot ships and build my character up then I stole a Battleship and the fort fell really fast.

well, thats the most difficult part of the game. for a little while forget about defeating
the fort. take part in naval battles, defeat ship,board some of them and build up your
charecter. when you reach leavel 16 or 17, somehow get a 'Battleship' and attack the fort.

[you will find it easy to defeat the fort if you reserch abilities like shipdefense, light repare etc]
