To get 100% completion you need to complete all of the licenses and get a gold in every race.

In addition to completing every race and series with gold, you must also complete all of the arcade challenges. Time trials were my hard part as you get a prefab car to use.

For 100 percent completion do just that. Compete and finish all races, and get every licence.
For those cars you can see but not buy, you must win. Off hand, I know that the Viper Concept can be won by getting 8 gold medals in the S class licence test.
